Vehicle Registration in Sindh 2026: Fees & Documents

Vehicle Registration in Sindh 2026: Fees & Documents

Buying a car or bike is the easy part. The paperwork that follows is where people lose weeks. You walk into the process with a sale invoice and a CNIC, and somewhere between the application form, the biometric check and the fee challan, you realise nobody told you what the total would be.

This guide fixes that. It explains what vehicle registration in Sindh actually involves, which documents you need, how the fee is worked out by engine size, and what to do when your situation is not standard (imported, commercial, second-hand). Every fee in the tables comes from the official Sindh Excise fee pages, and anything I could not confirm is marked clearly.

In Sindh, the registration fee is a percentage of the vehicle's value: 1% for cars up to 1000cc, 1.25% for 1001–1300cc, 2.25% for 1301–2500cc and 5% above 2500cc. Motorcycles pay 1% up to 149cc and 2% from 150cc. Token tax, number plate and smart card charges are separate.

What Is Vehicle Registration in Sindh?

Vehicle registration is the legal step that links a vehicle to an owner in the provincial record. Once it is done, your vehicle gets a registration number, appears in the department's database and can be verified by anyone with the number. Without it, a vehicle is not legally yours to drive on the road, however much you paid for it.

In Sindh, the work is handled by the Excise, Taxation and Narcotics Control Department, usually just called Sindh Excise. It works under the Government of Sindh and collects motor vehicle tax under the Sindh Motor Vehicle Taxation Act, 1958.

Three things come out of a completed registration:

  • A registration number (the plate you fix on the vehicle)
  • A registration record in the provincial database
  • A smart card or registration document as proof of ownership

Registration, Transfer and Token Tax: Three Different Things

Most confusion starts here, so it is worth getting straight.

Registration happens once, when a vehicle gets its first provincial record. Ownership transfer happens every time a registered vehicle changes hands. Token tax is the recurring motor vehicle tax paid to keep the vehicle compliant on the road.

ItemWhen it appliesWhat it is
Registration feeFirst registrationPercentage of vehicle value
Transfer feeResale of a registered vehicleFlat amount by engine size
Token taxAnnual or lifetimeMotor vehicle tax

If you are buying a second-hand car, you will pay the transfer fee, not a new registration fee. Our guide to vehicle ownership transfer in Pakistan covers that route in detail.

Sindh Vehicle Registration Fees 2026

The Sindh Excise Motor Vehicle Tax page lists registration fees as a percentage of vehicle value. That is why a 1300cc car and a 1000cc car do not cost the same to register, even when the invoice price is close.

Registration Fee by Vehicle Category

Vehicle categoryRegistration fee
Cars and jeeps up to 1000cc1% of value
Cars and jeeps above 1000cc up to 1300cc1.25% of value
Cars and jeeps above 1300cc up to 2500cc2.25% of value
Motorcycles and scooters up to 149cc1% of value
Motorcycles and scooters 150cc and above2% of value
Agricultural tractorRs 2,000 (flat)

The official page shows no effective date or notification number for these rates, and it notes that charges can vary by vehicle type, value, engine capacity, registration status and transaction date. Treat the table as the department's published schedule, then confirm your exact figure on the official online tax calculator.

Worked Examples

Numbers in a table are easy to read past. Here is what they mean in rupees. These examples use an invoice value as the base; confirm which value the department applies to your vehicle in the calculator.

  • 1000cc car, Rs 2,800,000: 1% = Rs 28,000
  • 1300cc car, Rs 3,600,000: 1.25% = Rs 45,000
  • 1500cc car, Rs 4,500,000: 2.25% = Rs 101,250
  • 125cc motorcycle, Rs 250,000: 1% = Rs 2,500
  • 150cc motorcycle, Rs 350,000: 2% = Rs 7,000
  • 3000cc SUV, Rs 10,000,000: 5% = Rs 500,000

Notice the jump at the engine-size boundaries. Moving from a 1000cc to a 1300cc car raises the percentage from 1% to 1.25%. Moving past 1300cc takes it to 2.25%, almost double. If you are choosing between two similar cars, the cc band can change your registration bill by tens of thousands of rupees.

What Is Not Included in These Fees

The registration percentage is only one line on your total cost. You may also pay:

  • Token tax (annual or lifetime, depending on category)
  • Number plate and smart card charges
  • Advance income tax on registration for the buyer, which depends on filer status
  • Any late-registration penalty, if one applies

For the tax side, see our explainers on advance tax in Pakistan and filer vs non-filer vehicle tax. Check your status in the FBR Active Taxpayer List first, because it changes what you pay.

Documents Required for Vehicle Registration in Sindh

Document requirements vary slightly by vehicle type and by what the registration office asks for on the day. The Motor Vehicle Forms page lists the official forms, including the new registration application, F form, physical verification form, alteration form, ownership transfer form and duplicate registration book form. The page does not itemise supporting documents, so use the list below as a working checklist and confirm with the office.

For a New Local Vehicle

  • Original CNIC of the buyer, plus a copy
  • Dealer's sale invoice
  • Delivery or sale certificate from the dealer
  • Completed new registration application form
  • Manufacturer's or assembler's documents, as supplied by the dealer
  • Passport-size photographs, where the office asks for them
  • Proof of tax payment or filer status, where applicable

Most reputable dealers handle the file for you and charge a service fee. Even then, ask to see the application before it is submitted. A wrong CNIC digit or misspelled name is painful to fix later.

For an Imported Vehicle

  • Customs clearance documents (the Goods Declaration and payment proof)
  • Import documents such as the bill of lading
  • Original CNIC and copy
  • Application form and any inspection documents requested
  • Proof that customs duties were paid

Remember that provincial registration fees and federal import duties are separate. Customs and sales tax go to the federal side; registration goes to Sindh Excise. Our import duty guide explains the federal part.

For a Second-Hand Vehicle (Transfer)

  • Seller's and buyer's CNICs
  • Registration book or smart card of the vehicle
  • Transfer application form
  • Token tax clearance proof
  • Both parties present for biometric verification, or the approved alternative

For a Motorcycle

Motorcycle registration needs a shorter file: CNIC, dealer invoice, the application form and the engine and chassis details on the invoice. The fee is a percentage (1% up to 149cc, 2% from 150cc) of the bike's value.

Step-by-Step: How to Register a Vehicle in Sindh

Step 1: Collect Your Sale Documents

Start with the invoice and delivery certificate. Check that the chassis number, engine number, colour and model year match the vehicle in front of you. Any mismatch becomes a verification problem later.

Step 2: Fill in the Registration Application

Download the application from the official forms library or collect it from the registration office. Use block letters, match the name exactly with your CNIC and avoid correction fluid.

Step 3: Complete Biometric Verification

Sindh requires the owner's identity to be verified biometrically. Our guide on NADRA e-Sahulat biometric vehicle transfer explains how this works in practice. A 2024 PakWheels report on home-based vehicle registration in Sindh described biometric collection at the owner's residence for a government fee of Rs 10,000. That report is more than a year old, so confirm that the service and its fee still apply before you plan around it.

Step 4: Physical Inspection, If Required

For some vehicles the office will want to see the car or bike. The official forms library includes a physical verification form for this step. Bring the vehicle with its chassis number clearly visible and clean enough to read.

Step 5: Pay the Registration Fee and Related Taxes

Use the Excise tax portal or the department's bank-challan method. Before paying, run your numbers through the official calculator and compare them with our Sindh car token tax calculator. Keep every payment receipt.

Step 6: Receive Your Registration Number and Smart Card

Once the file is accepted you get a registration number and, after processing, the smart card. Fix the plate as issued and keep the receipt until the smart card arrives.

How to Calculate Your Total Registration Cost

Here is a practical way to estimate your bill before you visit the office:

  1. Note the vehicle's invoice value and engine capacity
  2. Find your category in the registration fee table
  3. Multiply the value by the percentage
  4. Add token tax using the vehicle token tax calculator
  5. Add plate and smart card charges
  6. Add advance tax, based on your filer status
  7. Confirm the total on the official calculator

For a deeper breakdown of how provincial charges differ across Pakistan, see our province-wise car token tax guide and car tax in Pakistan.

Example total for a 1300cc car priced at Rs 3,600,000:

  • Registration fee at 1.25%: Rs 45,000
  • Token tax: use the calculator for your category
  • Plate and smart card: confirm at the office
  • Advance tax: depends on filer status and engine size

Do not treat a calculator estimate as a guaranteed payable amount. It is a planning figure.

Filer vs Non-Filer: Does It Change Registration Costs?

The provincial registration percentage on the official fee page does not mention filer status. Filer status matters for the federal advance income tax collected when a vehicle is registered or transferred, not for the Sindh Excise registration fee itself. That is why two buyers of the same car can pay very different totals.

Check your status in the FBR system, then use our withholding tax calculator to see the federal side. The FBR website publishes the current Active Taxpayer List and tax rates.

Verify the Vehicle Before You Buy or Register It

Never pay for a vehicle you have not verified. Sindh Excise provides two official lookups:

What to compare: owner name, make, model, engine capacity, chassis number and tax status against the physical vehicle and the seller's documents.

Important limit: an online record shows what the department has on file. It does not prove a vehicle is free of legal, financial or ownership disputes. Inspect the chassis and engine numbers yourself and, for a used car, read our token tax online check guide.

Registering an Imported Car in Sindh

Imported vehicles add a federal layer on top of provincial registration. Customs duty, sales tax and regulatory requirements are cleared first. After that, the buyer registers the vehicle with Sindh Excise using the customs clearance papers.

The common mistake here is mixing the two. Customs cost is not registration cost. Budget them separately and keep both sets of receipts. If the clearance documents have any error, the registration office will not accept the file until it is fixed.

Commercial Vehicle Registration

Commercial vehicles such as trucks, vans used for hire and passenger vehicles sit under different categories. The fee table lists a flat Rs 4,000 transfer fee for heavy transport vehicles and Rs 2,000 for an agricultural tractor's registration, but token tax and route or permit requirements differ from private cars. The Sindh Transport and Mass Transit Department handles permits for public transport, so check with them as well.

If you register a commercial vehicle in a company's name, bring the company's registration documents and the authorised person's CNIC.

Late Registration: What You Should Know

Buyers often ask what happens if they delay. Older guidance mentioned a 60-day window after purchase. A 2024 PakWheels report said the Sindh government removed the 60-day limit and advised buyers to purchase only vehicles that are already registered. Rules on late fees have changed before, and the official fee page I checked does not list a late penalty.

So the safe advice is simple. Register as early as possible. Do not drive an unregistered vehicle on public roads. For how penalties work for token tax, which is a separate matter, read our late token tax penalty guide.

How Long Does Registration Take?

There is no single official turnaround time I can confirm. In practice, the timeline depends on how complete your file is, whether biometric verification is done on the first visit, and how quickly the smart card is produced. A clean file with matching documents moves fastest. Missing signatures, mismatched engine numbers and unpaid taxes are what slow things down.

Ask the office for the expected smart card date when you submit, and keep your receipt.

Where to Register: Sindh Excise Offices

Registration is handled through Sindh Excise registration offices, with Karachi as the main hub and regional directorates in Hyderabad, Sukkur, Larkana and Mirpurkhas. Office addresses and timings change, and the department's homepage does not list them. Use the official directory and contact pages or call the 24/7 call center at (021) 111 374 634 before you travel.

The department also offers a mobile app for iOS and Android and an online tax portal for payments.

Sindh vs Punjab vs Islamabad: A Quick Comparison

Each province and the federal capital runs its own motor vehicle system. The principle is similar everywhere (value or engine size drives the fee), but the rates, forms and portals differ.

Never use one province's figures for another. If you are comparing, use our Punjab token tax calculator and the Islamabad excise guide for those systems.

H2: Common Mistakes That Delay or Inflate Registration

  • Wrong engine capacity on the application. It moves you into a different fee band.
  • Paying the dealer a "registration fee" without a receipt. Always ask for the official challan.
  • Buying an unverified used car. Verify first, pay second.
  • Skipping biometric steps. The file stays incomplete.
  • Ignoring filer status. It changes your federal tax bill, not the Excise fee, but people mix the two.
  • Assuming online verification means a clean title. It does not.
  • Using outdated fee screenshots. Rates and rules change; check the portal.

Practical Tips From Real Registration Files

A few habits save time, based on how these files usually go wrong:

  1. Make photocopies of everything before submission, including the invoice.
  2. Photograph the chassis and engine numbers on your phone.
  3. Check the dealer's invoice spelling against your CNIC before you sign.
  4. Run the official calculator the day before, then again on payment day.
  5. Keep a folder (paper and digital) with receipts until the smart card arrives.
  6. Ask for the application number and write it down.

Frequently Asked Questions

What is the vehicle registration fee in Sindh in 2026?
It is a percentage of vehicle value: 1% for cars up to 1000cc, 1.25% for 1001–1300cc, 2.25% for 1301–2500cc and 5% above 2500cc. Motorcycles pay 1% up to 149cc and 2% at 150cc and above. Confirm on the official Sindh Excise calculator before paying.

What documents are required to register a car in Sindh?
You generally need your CNIC, the dealer's sale invoice, a completed registration application, and the delivery certificate. Imported vehicles also need customs clearance papers. The office can ask for more, so confirm before you go.

How much does motorcycle registration cost in Sindh?
The registration fee is 1% of value for bikes up to 149cc and 2% for 150cc and above. A Rs 250,000 125cc bike works out to Rs 2,500, and a Rs 350,000 150cc bike to Rs 7,000, before other charges.

Can I register my vehicle online in Sindh?
Verification and tax payment have official online tools. Whether a given registration step can be fully completed online or needs biometric or office attendance depends on the transaction, so check the department's portal first.

What is the transfer fee for a used car in Sindh?
It is a flat amount by engine size, from Rs 1,600 for cars up to 800cc to Rs 7,000 above 3000cc. Motorcycles pay Rs 500.

What is the difference between registration fee and motor vehicle tax?
The registration fee is paid once when a vehicle is first registered. Motor vehicle tax (token tax) is a recurring or lifetime tax for keeping the vehicle on the road. Our token tax guide shows how they add up.

How can I verify a vehicle before buying it?
Use the official online verification by registration number or by CNIC, then physically match the chassis and engine numbers. An online record alone does not guarantee there are no disputes.

Does filer status change the Sindh registration fee?
The official Excise fee schedule does not use filer status. Filer status affects federal advance tax on registration and transfer, so your total can still differ.

H2: Final Takeaway: Your 5-Point Checklist

Registration in Sindh is not complicated once you know which charge belongs to which department. Keep these five points in mind:

  1. Identify your category: new, second-hand, imported, commercial or motorcycle.
  2. Use the fee tables above, then confirm on the official calculator.
  3. Verify the vehicle before you pay anyone.
  4. Budget separately for registration, token tax, advance tax, plate and smart card.
  5. Keep every receipt until your smart card is in hand.

Fees and procedures change, so a quick check of the official portal before payment is always worth five minutes. Ready to run your own numbers? Use our Sindh car token tax calculator or explore more free tax and vehicle tools.
