Car Tax in Pakistan 2026-27: Rates, Registration & Token Tax

Car Tax in Pakistan 2026-27: Rates, Registration & Token Tax

The total cost of a new car in Pakistan is the invoice price plus advance income tax, registration and smart card fees, and annual token tax. Imported cars also carry customs duty and excise duty.

For 2026-27, advance tax at registration runs from 0.5% of the car's value for engines up to 850 cc to 12% above 3,000 cc, and non-filers pay three times as much. That single line can add or remove hundreds of thousands of rupees.

What Is the Total Cost of Buying a Car in Pakistan?

The total cost is the full amount you pay before the car legally drives on the road. Think of it as an on-road price, not a showroom price.

Some of these costs are visible on the invoice. Others are collected later, at the excise counter, when you register the vehicle in your name. A few keep coming every year.

Here is the core chain: car price → engine capacity or value → advance tax → excise or customs duties → registration charges → token tax → yearly running costs.

Before you go further, it helps to know a few terms. Our essential tax terms glossary explains words like withholding tax, filer, and invoice value in plain language.

Why the Sticker Price Misleads Buyers

A car advertised at Rs. 4 million rarely costs Rs. 4 million to put on the road. Three things cause the gap:

  • Advance tax is collected at registration, not at the showroom.
  • Provincial fees vary by city and are paid separately.
  • Filer status can triple your tax bill overnight.

There's also the on-money problem. When a popular model has a waiting list, some sellers charge above invoice. That premium is taxed separately under Section 231B(2A) at registration. Paying on-money in cash also leaves you without paperwork for that portion.

If you want the bigger picture on the difference between federal and provincial taxes, FBR vs provincial sales tax in Pakistan is a good companion read.

Layer 1: The Invoice Price (and Why It Drives Everything)

Every percentage-based tax in this guide is calculated on the invoice price, so this number matters more than the sticker.

For a locally built or assembled car, the base is the invoice price including every duty and tax on it. For an imported car, it's the customs-assessed value plus customs duty, excise duty, and sales tax. For an auction car, it's the auction price including duties.

Not the resale value. Not what you think it is worth.

Ask the dealer for a written invoice before you calculate anything. If you'd like to see how sales tax stacks into prices, try the Pakistan sales tax calculator. For more context on what counts as taxable, see income tax vs sales tax in Pakistan.

Layer 2: FED, Customs Duty and Special Excise Duty

Federal Excise Duty (FED) and customs duty shape the price before you ever see it. The difference between local and imported cars is large.

Locally Assembled Cars

If you buy a locally assembled car, the manufacturer has already paid FED and other duties, and they sit inside the invoice price. You don't pay FED as a separate line at registration.

What you should watch instead is the invoice value, because that number drives both advance tax and, in Islamabad, token tax. Reports on the 2026-27 budget say heavy excise duty applies to both imported and locally assembled vehicles above 2,000 cc. Larger local SUVs and sedans can therefore see steeper invoice values.

For the full FED background, read our guide to federal excise duty (FED) in Pakistan 2026.

Imported Cars: The Finance Act 2026 Structure

Imports pay customs duty, regulatory duty, additional customs duty, and FED or special excise duty. The Finance Act 2026 lowered customs duty across engine categories, from 30% for cars up to 800 cc to 50% for 1,801 to 3,000 cc.

The Big-Engine Catch

Lower customs duty doesn't help everyone. Imported petrol cars and SUVs from 2,000 to 3,000 cc now face an 86% special excise duty, and those above 3,000 cc face 92%. The 116% figure in the table above is the existing 30% FED plus that 86% special duty.

In plain terms, a big imported SUV got more expensive on 1 July 2026, while a small imported hatchback got cheaper.

Electric and Hybrid Vehicles

For EVs, imported EVs up to $75,000 stay exempt from FED, while EVs from $75,000 to $110,000 pay 30% and those above $110,000 pay 40%. Tax exemptions on locally assembled electric cars and two-wheelers were extended until 30 June 2027.

Early reports of the budget described the EV threshold in rupees, and the enacted Finance Act uses dollar values. Always trust the enacted text over budget-day headlines.

If you're weighing an import, our import duty in Pakistan guide walks through how customs value is assessed.

Why Non-Filers Pay Triple

Most withholding taxes double for people outside the Active Taxpayer List. Vehicles are the exception. The law adds 200% for vehicles, so a car taxed at 2% for a filer is taxed at 6% for a non-filer.

This is the single biggest saving available to any buyer. Our comparison of filer vs non-filer vehicle tax in Pakistan shows the full impact, and the active taxpayer list 2026 guide explains how to check your status.

Is Advance Tax Refundable?

Partly. The tax counts toward your yearly income tax, so you claim it on your return and it reduces your final bill, with any excess refunded. You need the excise receipt to claim it, so keep it safe.

In practice, a salaried person with a modest tax liability may not recover the whole amount quickly. Filing properly matters here, and our FBR IRIS income tax return guide shows the process step by step. You can estimate your yearly liability with the income tax calculator or the salary tax calculator.

Buying a Used Car: Transfer Tax

Used cars follow a different rule. A used car pays a set amount by engine band, which falls by 10% for each full year since first registration, and nothing is collected after five years.

Engine sizeFilerNon-filer
Up to 850 ccNothingNothing
851–1,000 ccRs. 5,000Rs. 15,000
1,001–1,300 ccRs. 7,500Rs. 22,500
1,301–1,600 ccRs. 12,500Rs. 37,500
1,601–1,800 ccRs. 18,750Rs. 56,250
1,801–2,000 ccRs. 25,000Rs. 75,000
2,001–2,500 ccRs. 37,500Rs. 112,500

The date printed in the registration book decides the age, not when the last owner bought the car. For the paperwork side of transfers, see vehicle ownership transfer in Pakistan and the NADRA e-Sahulat biometric transfer guide.

EVs and Advance Tax

An EV has no engine size, so it can't use the cc table. The law sets 3% of price for a vehicle with no engine size worth Rs. 5,000,000 or more, and below that value no rate is set. Ask your excise office what they'll collect on a cheaper EV.

Layer 4: Registration Fee, Smart Card and Number Plate

Registration is the provincial part of the process. The excise department records your car, issues a registration number, and gives you a smart card as proof of ownership.

The fee structure differs by province. Some use percentages of invoice value and others use fixed amounts by category. Sindh, for example, publishes registration percentages that depend on vehicle value and engine category. Because schedules change, always check the official page for your province, such as Punjab Excise vehicle registration or KP Excise motor vehicle taxes.

Registration doesn't wait forever. Punjab charges an additional fee if a vehicle isn't registered within the prescribed period after sale or release from the manufacturer. Register promptly.

Two practical tips from buyers who've been through it:

  • Ask for the official fee, not an "agent rate." Dealer-arranged registration is convenient but bundles extra charges. Compare the agent's quote against the excise schedule before agreeing.
  • Keep your documents ready. You'll typically need your CNIC, the sale invoice, and the manufacturer's or customs papers.

For Sindh buyers, vehicle registration in Sindh covers the local process. In Islamabad, start with the Excise and Taxation Islamabad guide, check the Islamabad excise office timings, and read the ETO Islamabad guide.

Layer 5: Token Tax (Your Yearly Motor Vehicle Tax)

Token tax is the only layer that repeats every year. It's set by each province and Islamabad, so it differs depending on where the car is registered.

Islamabad: A New Invoice-Value System

Islamabad changed the most. The Finance Act 2026 replaced fixed engine-based token amounts with a system tied to invoice value for most categories, at 0.25% for engines from 1,001 to 2,000 cc and 0.35% above 2,000 cc.

That means a Rs. 4 million car in the 1,001–1,300 cc range pays about Rs. 10,000 a year, while a Rs. 12 million SUV up to 2,000 cc pays about Rs. 30,000. The more expensive the car, the more you pay.

For details, see Islamabad token tax rates 2026-27 and old vs new token tax in Islamabad. Then run your own figures through the Islamabad token tax calculator.

Punjab: Engine-Based and Low

Punjab still charges by engine size, and the amounts are small compared with Islamabad. One recent calculator, citing Punjab Excise, lists Rs. 1,800 a year for a 1300 cc car. Published third-party tables vary, so verify your bracket on the official Punjab Excise motor vehicle tax page.

There's a timing advantage worth knowing. Punjab allows a 10% rebate if the full year's tax is paid on or before 31 August of the financial year. If you register a car in July, pay early.

Use the Punjab token tax calculator and the guide to the Punjab vehicle tax calculator 2026. The vehicle token tax calculator for Punjab explains the method behind it.

Sindh and KP

Sindh publishes its own schedule and payment channels. Estimate your figure with the Sindh car token tax calculator. KP maintains its schedule on the KP Excise motor vehicle taxes page.

For a side-by-side view, read the province-wise car token tax guide 2026, or use the general vehicle token tax calculator.

Missed Payment? Know the Penalty

Late token tax gets expensive and can block a future sale. See the late payment penalties for Punjab, Sindh and KPK and the Islamabad token tax late payment penalty. You can also check your vehicle token tax online in a few minutes.

Layer 6: The Costs That Come After Registration

The purchase isn't the end of spending. These are the costs many first-time owners forget to budget:

  • Insurance: comprehensive cover is a yearly cost, and lenders often require it.
  • Fuel and maintenance: engine size affects both.
  • Annual token tax: covered above.
  • Future transfer costs: when you sell, the buyer pays transfer tax, which affects your resale price.
  • Late registration or renewal penalties: avoidable with a calendar reminder.

A good habit: set aside one month's expected running cost before you sign for the car, so the first bills don't strain your budget.

Worked Examples: Real Numbers for 2026-27

The prices below are illustrative invoice values, not quotes for a specific model. The advance tax rates come from the Section 231B table above, and token tax uses the Islamabad system. Registration, smart card, and number plate fees aren't included, because they vary by province.

Example A: A 1,300 cc Family Hatchback (Rs. 4,000,000 invoice)

ItemFilerNon-filer
Advance tax (1.5% / 4.5%)Rs. 60,000Rs. 180,000
Islamabad token tax (0.25%)Rs. 10,000Rs. 10,000
Tax subtotalRs. 70,000Rs. 190,000

Difference: Rs. 120,000 just for not being on the filer list.

Example B: A 1,600 cc Sedan (Rs. 6,500,000 invoice)

ItemFilerNon-filer
Advance tax (2% / 6%)Rs. 130,000Rs. 390,000
Islamabad token tax (0.25%)Rs. 16,250Rs. 16,250
Tax subtotalRs. 146,250Rs. 406,250

Difference: Rs. 260,000.

Example C: A 2,000 cc SUV (Rs. 12,000,000 invoice)

ItemFilerNon-filer
Advance tax (5% / 15%)Rs. 600,000Rs. 1,800,000
Islamabad token tax (0.25%)Rs. 30,000Rs. 30,000
Tax subtotalRs. 630,000Rs. 1,830,000

Difference: Rs. 1,200,000.

Notice the pattern. The higher the engine band, the more filer status is worth. On a mid-range SUV, becoming a filer before registration can save more than a small car costs.

Remember that filers can claim the advance tax back against their yearly liability, while non-filers who later join the list still lose the extra amount paid at registration. Use the FBR tax calculator for Pakistan to estimate how much of it you could recover, and the Pakistan withholding tax calculator to see how withholding works across other transactions.

Filer vs Non-Filer: The Cheapest Decision You Can Make

Becoming a filer costs almost nothing. The savings on a car purchase can be enormous.

Before you register the car, do three things:

  1. Check whether you're already on the Active Taxpayer List.
  2. If not, become a tax filer through FBR.
  3. Confirm your status appears on the list before you go to the excise office.

Understand the portal too. Our guides to what FBR IRIS is and the FBR tax filing deadline 2026 keep you on time. The official portal is FBR IRIS. If you run a side income, the freelancer income tax rules in Pakistan apply too.

For used cars, always run a verification before paying. Unpaid token tax and mismatched records travel with the vehicle.

How to Calculate Your Own On-Road Price: Step by Step

  1. Get the written invoice price including duties, and note the engine capacity from the specification.
  2. Find your Section 231B band in the table above and multiply the invoice price by your rate.
  3. Confirm your filer status on the Active Taxpayer List. If you're a non-filer, use the triple rate.
  4. Add token tax for your province using the official schedule or a calculator.
  5. Add registration, smart card, and number plate fees from your excise department.
  6. Add any on-money you agreed to pay, remembering it's taxed separately.
  7. Add a running-cost buffer for insurance and the first month of fuel.

Do this before you fall in love with a specific car. The Pakistan tax calculator vs FBR IRIS comparison explains how online estimates relate to official figures. And if you're unsure, calculate your tax before meeting an accountant so you arrive with clear questions.

Five Mistakes That Quietly Cost Buyers Money

  • Buying first, filing later. The extra tax paid at registration can't be undone by joining the list afterward.
  • Ignoring the rebate window. Missing Punjab's 31 August deadline forfeits 10% of that year's token tax.
  • Trusting old numbers. Islamabad's token tax changed in 2026, and rates from 2025 no longer apply.
  • Skipping the receipt. Without the excise receipt, you can't claim advance tax on your return.
  • Comparing sticker prices only. Two cars with the same price can have very different on-road totals once engine band and token tax are added.

If you get an unexpected notice after a purchase, see how to respond to an FBR tax notice in 2026.
